Certification Overview (Business Overview)
EAC (Eurasian Conformity) certification is the mandatory conformity assessment system of the Eurasian Economic Union (EAEU), which comprises Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. Products falling under EAEU Technical Regulations (TR CU/EAEU) must obtain EAC Certificate of Conformity (COC) or EAC Declaration of Conformity (DoC) before they can be legally imported, sold, or operated within the union's five member states.
EAC certification involves product testing by accredited laboratories, factory production audits (for COC only), documentation review, and registration of conformity documents in the unified federal FSA registry. Rosakkreditatsiya (Russian Federal Accreditation Service) supervises all accredited certification bodies and laboratories, rather than directly registering EAC certificates. Upon certification, products must bear the EAC mark, signifying compliance with all applicable EAEU technical regulations.
NGV has established a partnership with an experienced Russian CB, offering Chinese enterprises a full spectrum of services including EAC certification, trade matching, market research, and regulatory training — navigating the complexities of the Russian/CU conformity system on behalf of clients.
Scope of Certification
EAC certification requirements apply to a wide range of product categories, governed by specific Technical Regulations:
· Machinery and equipment: Industrial machinery, lifting equipment, pressurized vessels (TR CU 010, 011, 032).
· Electrical and electronic products: Low-voltage equipment, electromagnetic compatibility, radio and telecom equipment (TR CU 004, 020, etc.).
· Consumer goods: Toys, children's products, light industry products, furniture (TR CU 007, 008, 025).
· Construction materials: Building materials, structural elements, fire safety products (TR CU 014, 043).
· Food products: Food safety, food labeling, grain and oil (TR CU 021, 022, 024).

· Chemical products: Cosmetics, detergents, industrial chemicals (TR CU 009, etc.).
· Personal protective equipment (PPE): Workwear, respirators, safety gear (TR CU 019).
NGV also assists with voluntary certification (for products not subject to mandatory requirements) and Exemption Letters (отказное письмо) — explanatory supporting documents issued by accredited bodies to clarify products not subject to mandatory EAEU technical regulations, for auxiliary customs reference only and without binding legal force.
Other Matters
China-Russia bilateral trade has experienced extraordinary growth over the past decade, and EAC certification has played an indispensable role in enabling Chinese products to enter the EAEU market legally and efficiently. According to China's General Administration of Customs, bilateral trade volume grew from less than USD 50 billion in the early 1990s to USD 1,078 billion in 2020, reaching a record USD 244.8 billion in 2024 — a 48-fold increase over three decades. China has been Russia's top trading partner for 15 consecutive years.
Chinese exports to Russia totaled USD 115.5 billion in 2024, with over 63% comprising machinery, electronics, and transportation equipment — product categories that overwhelmingly fall under mandatory EAC certification requirements. The top export categories by value include:
